Gangs
There are three gangs in the game, Keiji, La Ballena, and the Psychedelics Gang.
At Level 20 and if the Downtown Region is unlocked Eddie will call you to arrange a meet up with either Keiji or La Ballena. The Psychedelics Gang will join the Cartel after you finish their Quest.

La Ballena[edit]
To get La Ballena you need to have an Exposition Factor below "Come and Get Me" when Eddie calls you.
After the phone call, the Police will be disabled until after the meeting and you will not receive new orders from Clients until the meeting is finished. The Gangs HQ is located inside the Night Club in Sector B and you will have to meet him during Police Hours.
Keiji[edit]
To get Keiji you need to have an Exposition Factor above "Come and Get Me" when Eddie calls you.
The Gangs HQ is located inside the Scarlet Dragon in the Bad Asia Region and you will have to meet him between 11am and 6pm.
Psychedelics Gang[edit]
At Level 17 Eddie will call you to tell you about the Gang. After you complete the Quest that Eddie gives you, and the Quests that the Gang gives you, they will join the Cartel
